The Division of Community Services administers the HOME Investment Partnership Program. It is a federally funded grant program for housing. The State of North Dakota has allocated its HOME funds among Community Housing Development Organizations (CHDOs), Community Action Agencies (CAAs), and entitlement communities.
Homeownership assistance activities are handled CAAs on a regional basis and through the North Dakota Housing Finance Agency (NDHFA). CHDO activities include both home buyer and rental activities. Security deposit activities are handled by CAAs and Housing Authorities. The entitlement cities of Bismarck and Grand Forks design their own projects to meet local needs, which include rental project and home ownership activities.
